Redmark exists because small federal construction primes lose bids they should win.

We know because we're one of them.

Redmark Capture Group was founded in 2026 by Christian Morales and his father out of Milicon Inc — a Florida-based SDVOSB federal construction prime that's been bidding, winning, and building VA and federal work for over a decade. Milicon is Redmark's first customer, its proving ground, and the reason Redmark exists. Every process we sell was first built to help us win our own work.

What we saw

Federal proposal consulting is a mature industry. Firms like Lohfeld, OST, Hinz, and DWP have won hundreds of billions of dollars for their clients — but their clients are Lockheed, SAIC, Leidos, and the top-100 defense primes. If you're an SDVOSB construction firm chasing a $5M VA task order, you can't afford a $75,000 proposal engagement — and even if you could, none of these firms have ever written a construction proposal in their lives.

On the other end, registration mills will happily sell you a $7,500 "proposal package" that reads like every other package they sold that month. Generic. Non-specific. Not going to win.

There's nothing in between. Nobody who actually understands construction, actually understands the VA ecosystem, and actually charges what a small prime can afford to pay.

How we work

Every engagement starts with a bid diagnostic — we tell you honestly if the opportunity is winnable before we take your money on a full response. If it is, we run the whole cycle: compliance, technical approach, past performance, sub sourcing, price narrative, orals prep. Fixed-fee. Fast turnaround. Backed by a guarantee: if we miss a compliance requirement that disqualifies you, your next proposal is on us.

We use AI heavily — not because it's trendy, but because it's the only way a two-person shop can deliver at proposal-shop quality without proposal-shop pricing. The tooling is proprietary, built internally, and improves every month.

SDVOSB, VOSB, 8(a), WOSB, and HUBZone construction primes with $5M – $50M in annual revenue, chasing VA VISN work, USACE MATOCs, and federal construction IDIQs — primarily in VISN 7, 8, and 9 (the Southeast), but we take work nationally.
